Can anyone interpret this style…?

The other day my brother was wearing this shirt, one he found at a thrift store. It seems to combine that Service Master/gas station attendant style with Chinese nametag, a curious mix of cultures. Curious about this curiousity, I’m wondering if anyone reading this blog can translate the badge on his shirt? If so please comment below…thanks!
