Today’s Seattle Times carried an article on Hand-held etiquette which amused me. I like to live out my ideals. I have a hard time when the practical doesn’t fit my principles (as I agonized here). And I believe in being polite. But I think that this idea to Say “Excuse me” to those around you before answering the cellphone. is not only impractical but also could be rude.
Excuse me but don’t you think you should answer the phone rather than letting it ring and ring while you pardon yourself?

If you are in a social or business group intentionally, then yes, you should say “excuse me” while you pull the phone out and then answer it.
I don’t see any need to do so while standing on the streetcorner, or sitting on the bus.
